I've been stealing keys for sometime now, and recently i hit up Walmart twice and Target once, and all 3 times there was no little folded up black paper.

2 of the times the entire case was plastic sealed.
1 of the times the case wasn't and looked like someone had got to it before i had.

Maybe the store manager takes the keys and stores them somewhere in the store and waits for people to come back asking for a return.

Or maybe more people are thieving like me.
